Miscellaneous Canadian and Latin American AD/CV Actions on Mainland Chinese Products

Canada Makes Determination in AD/CV Sunset Review of Copper Tube. The Canada Border Services Agency has issued a final affirmative dumping determination in its expiry review of the antidumping and countervailing duty orders on mainland Chinese circular copper tube with an outer diameter of 0.2 inch to 4.25 inches (0.502 centimetre to 10.795 centimetres), excluding industrial and coated or insulated copper tube, classified under HTSCA 7411.10.0010, 7411.10.0020, 7411.10.0031 and 7411.10.0039. If the Canadian International Trade Tribunal issues an affirmative injury determination, these AD and CV duty orders will be renewed for an additional five years. If, on the contrary, the CITT issues a negative determination, the orders will be rescinded. The CITT determination is expected by 25 September.

Brazil Initiates Public Interest Query of AD Duty Order on Certain Steel Products. Brazil has initiated a proceeding to determine whether the AD duty order on certain mainland Chinese flat-rolled products of magnetic silicon steel, other than grain-oriented, classified under NCM 7225.19.00 and 7226.19.00, should be revoked or modified for public interest reasons.

Brazil Issues Results of Anti-Circumvention Probe of Tableware. Brazil has determined that imports of certain ceramic tableware classified under NCM 6911.10.10, 6911.10.90, 6911.90.00 and 6912.00.00 that are claimed to be produced in Malaysia by Jovlog Smart Enterprise are circumventing the AD duty order on subject merchandise from mainland China.

Brazil Sets Deadlines to Conclude AD Sunset Reviews on Loudspeakers and Steel Line Pipe. Brazilian authorities recently extended for a period of up to two months the deadline to issue final results in the on-going AD sunset review on mainland Chinese loudspeakers classified under NCM 8518.21.00, 8518.22.00 and 8518.29.90. The next steps in this proceeding are as follows: closure of evidential phase of investigation (22 August), deadline for data and information contained in the file (11 September), issuance of technical note with essential facts under analysis to be considered in the final determination (1 October), deadline for presentation of final submissions by interested parties and end of instruction phase (21 October) and issuance by DECOM of final determination (7 November).

Separately, Brazil has announced the following schedule to conduct its sunset review of the AD duty order on mainland Chinese seamless carbon steel line pipe used for oil and gas pipelines classified under NCM 7304.19.00: closure of evidential phase of investigation (23 May), deadline for data and information contained in the file (12 June), issuance of technical note with essential facts under analysis to be considered in the final determination (2 July), deadline for presentation of final submissions by interested parties and end of instruction phase (27 July) and issuance by DECOM of final determination (8 August).
