Miscellaneous Latin American AD and Safeguard Actions on Chinese Products
Brazil Preliminarily Finds Dumping on Certain Carbon Steel Pipe. CAMEX on 27 January issued a preliminary affirmative determination in its AD investigation of mainland Chinese seamless carbon steel pipe of circular cross section, with an outside diameter not exceeding 374 mm, classified under NCM 7304.31.10, 7304.31.90, 7304.39.10, 7304.39.20 and 7304.39.90. CAMEX has established the following AD duties on subject merchandise for a period of six months. Excluded from the scope of this investigation are pipe of the kind used for oil or gas pipelines as well as pipes for lining wells and certain other pipes and components.

Chile Excludes Certain Goods from Safeguard Measure on Steel Wire Rod. Chile established on 6 October 2015 a provisional safeguard duty of 37.8 percent on imports of steel wire rod classified under HTSCL 7213.20.00, 7213.91.10, 7213.91.20, 7213.91.90, 7227.10.00, 7227.20.00 and 7227.90.00 from all sources, except Canada, Mexico, Peru and developing countries (except mainland China and Brazil). Chilean authorities recently amended this measure to exclude CHQ quality wire rod classified under the aforementioned tariff lines.
Brazil Amends Terms of Price Agreement for Imported Ceramic Tableware. Brazil on 17 January 2014 issued an AD duty order on imports of mainland Chinese ceramic tableware classified under NCM 6911.10.10, 6911.10.90, 6911.90.00 and 6912.00.00. The order established an AD duty of US$1.84/kg, US$2.76/kg or US$5.14/kg, depending on the producer/exporter. In addition, imports of subject merchandise produced by members of the China Ceramics Industrial Association are subject to a separate price agreement, which was recently amended from a minimum CIF price of US$3.41/kg subject to a 26.25 million kilogramme limit in 2015 to a minimum CIF price of US$3.77/kg subject to a 27.56 million kilogramme limit in 2016. The terms of the 2015 price agreement will apply to subject merchandise shipped prior to 11 February 2016, while the terms of the 2016 price agreement will apply to subject merchandise shipped on or after that date.
Brazil Expands Scope of AD Duty Order on Certain Steel Flat-Rolled Products. Brazilian authorities have determined that the AD duty order on certain mainland Chinese iron or non-alloy steel flat-rolled products made using conventional lamination or controlled heat treatment classified under NCM 7208.51.00 and 7208.52.00 is being circumvented by imports of certain like products. Accordingly, Brazilian authorities has expanded the scope of this order to include certain flat-rolled iron and non-alloy steel products, of a width of 600 millimetres, hot-rolled, not clad, plated or coated, of a thickness less than 4.75 mm, in coils, with or without a boron content of 0.0008 percent or higher, classified under NCM 7208.36.10, 7208.36.90, 7208.37.00 and 7225.30.00. Certain specific products have been excluded from this action, as outlined in CAMEX Resolution 2/2016.
Colombia Considering Price Undertaking Offer in AD Probe of Steel Wire. Colombian authorities recently sought public comments on a proposal by the China Iron and Steel Association to enter into a price undertaking agreement in the on-going AD probe of mainland Chinese iron and steel wire, of circular cross section measuring less than 14 mm in diameter, with a carbon content lower than 0.45 percent by weight, classified under HTSCO 7213.91.9010, 7213.91.1010, 7227.90.0011 and 7227.90.0090. Imports of subject merchandise are currently subject to a preliminary minimum FOB price of US$541.06 per tonne.
