Miscellaneous Latin American AD and Safeguard Actions on Chinese Products
Colombia Imposes Safeguard Tariff on Rebar. Colombia has imposed for a period of two years from 13 March an 8.5 percent safeguard tariff on concrete reinforcing bars and rods of iron or non-alloy steel classified under HTSCO 7213.10.0000 and 7214.20.0000 from all sources. Excluded from this action is subject merchandise that (i) qualifies for preferential duty treatment under a free trade agreement concluded by Colombia, or (ii) is imported under the Plan Vallejo programme, a special mechanism that allows Colombian exporters to import into the country free of duty and value-added tax a range of raw materials, inputs and capital goods that are not made in Colombia. Subject merchandise already faced a most-favoured nation duty of 10 percent.
Peru Confirms 2017 Renewal of AD Duties on Footwear. The Defence of Competition and the Protection of Intellectual Property (INDECOPI) Tribunal has upheld an October 2017 decision by the INDECOPI Dumping and Subsidies Commission to renew the AD duty order on footwear (except sandals and flip flops) with uppers of rubber, plastics, or natural leather classified under HTSPE 6402.19.0000, 6402.20.0000, 6402.91.0000, 6402.99.9000, 6403.91.9000, 6405.10.0000 and 6403.99.9000 from mainland China. The renewal of the order had been challenged by two Peruvian companies.
