Section 301 Product Exclusions Granted to Certain Pumps, Pistons, AC Motors and Furnace Shafts

Additional exclusions from the Section 301 additional 25 percent tariff on List 1 goods from mainland China have been announced by the Office of the U.S. Trade Representative. Affected products include:

  • centrifugal pumps, submersible, designed for use in artificial lift systems for extracting oil and gas HTSUS 8413.70.2004;
  • pistons and housings for hydraulic fluid power pumps of the type used in power lawn mowers – HTSUS 8413.91.9060 (HTSUS 8413.91.9050 prior to 1 January 2019);
  • furnace roll end-shafts of steel – HTSUS 8417.90.0000); and
  • multi-phase AC motors of an output of at least 5.8 kW but not exceeding 14.92 kW, each assembled with planetary gears and a gearbox – HTSUS 8501.52.4000

These exclusions are retroactive to 6 July 2018 and will remain in place through 1 October 2020. They  must be claimed using existing HTSUS subheading 9903.88.01. USTR has also made a number of modifications to the existing product exclusions, primarily in order to update outdated tariff lines.
