Standards for Pool and Spa Drain Covers Updated

The U.S. Consumer Product Safety Commission has issued a direct final rule incorporating by reference  certain updates to the standards for swimming pool and spa drain covers, also known as suction outlet fitting assemblies (SOFAs). Under the Virginia Graeme Baker Pool and Spa Safety Act of 2008, all swimming pool and spa drains in the United States must comply with the entrapment protection requirements of APSP–16 2011. On 27 March 2018, the Association of Pool and Spa Professionals notified the CPSC of the publication of APSP–16 2017, a successor pool drain cover standard to APSP–16 2011.

APSP–16 2017 makes certain changes to the testing and labelling requirements for SOFAs and contains updated requirements to address the entrapment potential of channel drains, whose length is much greater than their width. The new requirements will become effective on 24 November 2020 unless significant adverse comments are received by 24 June 2019. If such adverse input is received, the CPSC will withdraw the direct final rule before its effective date.
