Eighth Annual Compilation of Reports on Textile and Apparel Imports from Mainland China
The USITC released on 12 June its eighth annual compilation of bi-weekly reports on the volume, value, unit value and import market share of imports from mainland China that were subject to the provisions of the 2005 U.S.-China Memorandum of Understanding Concerning Trade in Textiles and Apparel. The data in this report is shown on an annual and quarterly basis by category and by Harmonised Tariff Schedule of the U.S. 10-digit subheadings. By category, annual data are provided from 2010 through 2016 and quarterly data are provided from first quarter 2015 through fourth quarter 2016. By ten-digit HTSUS subheading, annual data are provided from 2014 through 2016 and quarterly data are provided from first quarter 2015 through fourth quarter 2016.
Preliminary Affirmative AD/CV Injury Determinations on Mechanical Tubing
The USITC has issued preliminary affirmative injury determinations in its AD and CV investigations of cold-drawn mechanical tubing classified under HTSUS 7304.31.30, 7304.31.60, 7304.51.10, 7304.51.50, 7306.30.50 and 7306.50.50 from mainland China. As a result, the DOC will continue its AD and CV duty investigations of imports of subject merchandise. The DOC is scheduled to issue its preliminary CV determination on or about 13 July and its preliminary AD determination on or about 26 September.
Scheduling of Full Sunset Review of AD Duty Order on Wood Flooring
The USITC has scheduled the full sunset review of the AD duty order on multi-layered wood flooring from mainland China. The pre-hearing staff report will be placed in the non-public record on 22 September and a public version will be issued thereafter; pre-hearing briefs are due by 3 October; requests to appear at the hearing are due by 5 October; the pre-hearing conference will be held on 11 October; the hearing will be held on 12 October; and post-hearing briefs are due by 23 October.
Full Sunset Review of AD Duty Order on Silicon Metal
The USITC has decided to conduct a full sunset review of the AD duty order on silicon metal from mainland China. The review will seek to determine whether revocation of this order would be likely to lead to continuation or recurrence of material injury to a domestic industry within a reasonably foreseeable time. As opposed to expedited reviews, full reviews include a public hearing and the issuance of questionnaires.
Cancellation of Hearing in Connection with AD Sunset Review of Paper Clips
The USITC has cancelled a hearing that had been scheduled for 22 June in connection with the on-going sunset review of the AD duty order on paper clips from mainland China.
Advisory Proceeding in Section 337 Investigation on Ink Cartridges
The USITC has established an advisory proceeding to assess whether it should declare certain refurbished cartridges remanufactured using empty ink cartridges collected from the United States to be outside the scope of the general exclusion orders and the cease and desist orders in place on certain ink cartridges from various sources, including Hong Kong and mainland China.
